What we do

Participation is easy to commit to and hard to deliver.

Aboriginal engagement and participation commitments are written into contracts, funding agreements and participation plans every day. Out here, most of them are made by people who will never come to the community, and are then very difficult to actually deliver.

TJ Civil & Services delivers them. We run the consultation, make sure the right people are spoken with before work starts, identify and place local Aboriginal workers, source Aboriginal-owned businesses, and produce the participation reporting you can put straight into your own reporting.

We are based in the region we work in. That is the difference, and it is not one that can be replicated from a capital city.

Capability

Three things we do, properly.

Engagement & Participation Delivery

We deliver the Aboriginal engagement and participation commitments your contract or funding agreement has made — and give you the evidence that they were met.

Delivered work

Work we have delivered

Every engagement we complete produces a record: scope, approvals, engagement notes, participation figures and a client who can be contacted.

TJ Civil & Services is a new business built on long experience in the Victoria River District. Our completed projects will be published here as they are delivered — in full, with photographs, participation figures and contactable referees.

The Victoria River District

We are not fly-in.

The Victoria River District is remote by any measure. Roads close. Distances are long. Access requires permissions, relationships and timing that cannot be arranged from an office in a capital city on the day work is due to start.

Engagement done from a capital city is a set of assumptions. Engagement done from here is a set of relationships.

We know who to speak with before work starts, and in what order. We know that a conversation held properly at the beginning prevents the problem that stops a project at the end. We are still here after the project closes, which is why people talk to us.

How we work

Aboriginal business

Aboriginal owned. Aboriginal controlled. Aboriginal benefit.

TJ Civil & Services is 100% owned and controlled by Lily Rainger, an Aboriginal woman of the Victoria River District.

Engaging us supports Commonwealth Indigenous Procurement Policy and Northern Territory Aboriginal Procurement Policy objectives — but the more important measure is what actually happens on the ground: local people employed, Aboriginal-owned businesses engaged, and money that stays in the region.

We report those numbers on every engagement.
